Just when we though things couldn't get much worse in a recent sting operation executed by the Ada County Sheriff's Office, new developments have us feeling even more uncomfortable.

In September, a 34-year old Boise man was arrested during an online sting operation.  Alexander M. Louie was charged with felony counts of sexual exploitation of a child and enticement of a child through the internet. Scary.

Louie was arrnging to meet a 15-year-old little boy for sex after exchanging online messages but that "little boy" was actually a detective along side other law enforcement officials. During the chat, he sent naked photos of himself to the "little boy".

During the investigation, law enforcement officials found that he had been meeting other little boys--but they were real little boys in our community. Further investigation has led to a new slew of charges, which include sexual battery and transferring HIV.

In Idaho, it is illegal to transfer bodily fluid which may contain HIV. Fluids include:

  • Semen
  • Saliva
  • Blood
  • Urine
  • Vaginal Secretion
  • Breast Milk

The State of Idaho law says:

Any person who exposes another in any manner with the intent to infect or, knowing that he or she is or has been afflicted with acquired immunodeficiency syndrome (AIDS), AIDS related complexes (ARC), or other manifestations of human immunodeficiency virus (HIV) infection, transfers or attempts to transfer any of his or her body fluid, body tissue or organs to another person is guilty of a felony and shall be punished by imprisonment in the state prison for a period not to exceed fifteen (15) years, by fine not in excess of five thousand dollars ($5,000), or by both such imprisonment and fine.

Boise Police Arrest 11 in Secret Operation

Here in the Treasure Valley, we aren't used to seeing large groups of arrests or frankly, any serious crimes. On Tuesday, September 21st, however, the Boise Police Department hauled in 11 arrests in one successful "sting" operation.
