The keywords here are “fails to report the fact promptly to the proper authority.” This means you’ll need to notify an officer about your arrangement with your enemy so they can be present to presumably ensure nothing gets out of hand during your fight. It’s important to note that any property damage or harm to bystanders is still illegal during the confrontation.

All of this being said, I do have some thoughts like what does the phone call to the police about setting up a fight sound like? Would the 4-hour drive from Boise to the state of Washington intensify or weaken the energy between the would-be fighters? Whatever the case is, fighting shouldn’t be the answer but if all else fails and you’re able to make the arrangement with your enemy and/or rival? A phone call and a 4-hour drive are the only things standing between you and that person throwing hands.
