It seems pretty straight forward, doesn't it? A woman cannot walk around topless in the state of Idaho.

Right?

Strap in, because it's not as simple as you might think.

When it comes to "public indecency" in Idaho, Section 18, Chapter41-16 of Idaho Code reads as such:

Every person who willfully and lewdly, either (1) exposes his or her genitals, in any public place, or in any place where there is present another person or persons who are offended or annoyed thereby; or (2) procures, counsels, or assists any person so to expose his or her genitals, where there is present another person or persons who are offended or annoyed thereby is guilty of a misdemeanor.

Here's the issue: Breasts are not considered genitals, at least not technically. Meaning, there's definitely some grey area when it comes to the law of indecent exposure in public.
